Education
Mr. P. L. Shrestha, CMD of TEAM Nepal is an Honours Graduate Mining Engineer from IIT Kharagpur. He has completed a one year Graduate Special Study in Pre-investment Feasibility Study of Mineral Development Projects, from the Mackey School of Mines of the University of Nevada, Reno USA, and a four month Mineral Economics Course focussed on mineral project preparation, from the McGill University, Montreal, Canada.

Between and after education as above, Mr. Shrestha has been actively continuing self-education by engaging and participating in training workshops and professional development seminars, as well as conferences on various themes of development organised by various national, inter-governmental, and international agencies, business forums and NGO/INGOS
Experience & Expertise in Brief
Mr Shrestha possesses long technical and managerial experience as Senior and Superintending Mining Engineer of the Department of Mines & Geology (DMG) having been responsible for development and initiation of several mineral-based industry projects in Nepal.

During 1978–88 as Deputy Director General and Administrator of the Mineral Exploration Development Board (MEDB) and Counterpart Project Manager, he managed two phases of the UNDP funded action-cum-training oriented Mineral Exploration Project (MEP) whose objective was institutional strengthening of the DMG by carrying out practical mineral exploration in Nepal using integrated/systematic exploration methodologies and simultaneously training on-job a select group of professional and sub-professional staffs of the DMG. An independent UN/UNDP/HMG evaluation team found and reported the performance of the project as highly successful.

In 1993-95 as Director General of the DMG and as part of the Administrative Reform Program of HMGN, Mr. Shrestha was responsible for completely re-engineering the structure and processes of the DMG in all aspects, including drafting revisions of the Nepal Mines Act and the Mineral Concession Rules and authoring a DMG publication presenting the State of the Geo-science & Mineral Resource Development in Nepal (1994) for the first time as a baseline for evaluating the performance of the Mines & Geology sector in Nepal..

Previously (1986-92) as Executive Member, Chief Editor and Vice-President in charge of Research & Consultancy and later (1992-94) as President of the Management Association of Nepal (MAN), Mr. Shrestha was responsible for performing and/ or guiding several management studies and training seminars. In 1990, he was the Team Leader of MAN's Management Team responsible for executing a six-month Management Contract for evaluating the management and running or interim-management of a social-marketing company Nepal Contraceptive Retail Sales Company, on behalf of the USAID Nepal.

In 1994 Mr. Shrestha provided constructive regulatory guidance in the design and implementation of the Godavari Marble mines and factory's environmental improvement and conservation plan.

As a member of the Task Force instituted by HMGN at the request of the Nepal Engineers Association (NEA) to enquire into and recommend on the Architectural & Engineering (A&E) service industry in Nepal and as Chairman of the Editorial Committee of the Task Force, Mr. Shrestha was the architect of the Report on Consulting A&E Industry in Nepal (1990) which formed the basis for the creation of the Society of Consulting Architects & Engineering Firm (SCAEF) of Nepal and certain reforms in the HMGN regulations pertaining to government procurement of engineering consultancy services.

Mr. Shrestha was the architect of the Code of Ethics of NEA in 1968 and had helped formulate the Code of Ethics of the MAN in early 1980 and of SCAEF in early 1991. As Vice-president of MAN he was also responsible for a discussion forum on code of ethics in August 1993 participated by various professional organisations such as engineers, managers, auditors, lawyers, doctors etc.

As chairman of the Working Group of the Nepal National Committee for IDNDR, Mr. Shrestha had led the preparation of Preliminary National Action Plan for Disaster Preparedness in Nepal and participated in 1994 as a Nepali delegate to the World Conference on Natural Disaster Reduction, in Yokohama, Japan.

On behalf of the Nepal National Preparatory Committee for the UN City Summit and the FNCCI, Mr. Shrestha was responsible for the preparation of Nepal Private Sector Perspective on Shelter & Human Settlement Development in Nepal by involving various service industry stakeholder groups in a series of focus group discussion, and presenting it in the UN Habitat II Conference's World Business Forum at Istanbul in June 1996.

In the Habitat II preparatory process involving government, private sector and NGO, Mr. Shrestha, together with other colleges, was responsible for founding the Shelter & Local Technology Development Centre (SLTDC) – an NGO with a mission to research, develop and promote low cost construction technology for the poor and the low to middle income population. He subsequently served as the General Secretary and President of that Organisation.

Recently, Mr. Shrestha led the TEAM Nepal/ Infocom Study team which prepared in participation with Ilam Pragati Samas, an NGO in Ilam the Feasibility Study Report for e-Governance in Mechi Zone, Nepal under ESP/DFID funding.. Since July 2002 Mr. Shrestha is also the Team Leader of the Infocom/TMS/TEAM for a four-month project of Preparation of IT Master Plan for Local Government Bodies –a project of HMGN's Ministry of Local Development, funded by ESP/ DIFID.

Mr. Shrestha's knowledge, experience expertise, skill and the credibility earned in the course of the wide ranging works involving government, private sector, non-government/non-profit organisations and bilateral/ multi-lateral donor agencies -- always emphasising on institutional building and ethical practices -- places him in a good position to lead and/or team up for providing any administrative and strategic management services for government, public & private business and non-government/non-profit organisations.
