R. K. Siddhi, Sector Director, Environment, Water Supply & Sanitation
Education
Mr. R.K. Siddhi is Sector Director for Environment, Water Supply & Sanitation with Team Nepal (Pvt.) Ltd. He is a graduate in civil engineering from the University of Roorkee (now converted to the Indian Institute of Technology, Roorkee). He has specialised in Sanitary Engineering and obtained the post–graduate Diploma in Sanitary Engineering from the International Institute for Infrastructural, Hydraulic and Environmental Engineering, Delft. He has also participated in various courses, seminars and workshops on water supply and sanitation both nationally and internationally and has been involved in the planning and management of the sector in the country for four decades.
Experience & Expertise in Brief
As Coordinator/Member of the Private Sector Participation High-Level Committee (1997 – 2002) he has been responsible for carrying out preparatory work for involving the private sector in the operations of the Nepal Water Supply Corporation in the Kathmandu Valley. The task comprised of overseeing, supervising and assisting the international consultants in the preparation of Management Lease Contract reviewing; assessing and recommending necessary regulatory and institutional framework; and pre-qualifying bidders, bidding, bid evaluation and negotiating the contract with the selected private contractors. The work also involved studies on the urban poor of the Valley and making adequate provisions to meet their needs. This initiative was a joint HMGN-IDA (WB) project.

As Treasurer/Executive Committee Member (1996 – to date) of Nepal Water for Health (NEWAH), a national NGO working in water, sanitation and health in the rural and poor areas in all the five regions of the country, is involved in policy matters and overall monitoring of the related activities with community participation in partnership with community-based organisations. The two major international development partners working with NEWAH are Water Aid Nepal and The Department for International Development, both of the U.K.

As Member, Board of Directors, Rural Water Supply and Sanitation Fund Development Board, (1996 – 1999) involved actively in the final approval of the Rules and Implementation Procedures of the Fund Board established to promote the participation of non-governmental organisations in the implementation of sustainable demand-driven water supply and sanitation facilities with maximum community participation. This is an on-going project being implemented with IDA (WB) assistance.
As Sector Director of Team Nepal, amongst other activities closely associated in implementing the the following:

Water resources sector diagnostic and programme formulation exercise for NPC with assistance from the UNDP (under contract with Consolidated Management Services Nepal Pvt. Ltd.) (July-Dec. 1993);

Case Study start-up and elaboration of Nepal Environmental Health Initiative for the Ministry of Housing and Physical Planning (under contract with WHO) (2 months -- July-Sept. 1993);

Detailed engineering designs and supervision of new water supply facilities at Brahma Cottage, Kathmandu, under contract with General Services Office, Embassy of the United States of America (intermittent from Aug. 1993-Dec. 1994);

Finalisation of action plan and implementation of the pilot project on hygiene and sanitation with assistance from the Swedish International Development Agency for the Department of Water Supply and Sewerage (under contract with WHO) (intermittent for 4 months, Jan. 1994-Dec. 1995).

Member of the Steering Committee for guiding the preparation of the HMG-N Strategic Programme for the Human Settlements Sector with UNCHS assistance;

Prepared the country evaluation report of International Drinking Water Supply and Sanitation Decade (1981-1990) for Nepal analysing coverage during the Decade both for water supply and sanitation in urban and rural areas separately;

Consultant for the drinking water supply and sanitation component of the Sub-contract on Assessment and Programming of Technical Assistance in the Human Settlement Sector under the Technical Assistance and Co-ordination Project - a joint project of the National Planning Commission and UNDP;

Member of the Task Force formed by the National Planning Commission to prepare the National Programme of Action for Children and Development for the 1990s as the resource person for drinking water and sanitation.
As Deputy Director General of the Department of Water Supply and Sewerage/HMGN (1988 – 1990):

Overseeing the planning and management of various sector development programmes.

As Chief Engineer of the Water Supply and Sewerage Corporation initiated a comprehensive "service improvement and management support" study for the WSSC financed by UNDP and executed by WB. The Service Improvements in Kathmandu, Lalitpur and Bhaktapur and Management Support to WSSC (SIMS) resulted in the development of the 15-year Comprehensive Development Programme for the WSSC and the UWSSRP being implemented with IDA credit assistance. Also responsible for the overall management and operation of the water utilities of the thirteen major towns of the country.

As Superintending Engineer of the Department of Water Supply and Sewerage, besides being responsible for the over-seeing the planning and management of various sector programmes, worked as Convenor of the Joint Review Group responsible for undertaking a mid-decade review of the sector followed by the report: "A Summary of up-dated National Task Force Reports including Revised Decade Plan Targets and Resources". This was an exercise undertaken with assistance from the World Health Organization.

As Project-in-Charge, Water Supply and Sewerage Board, responsible for the management and implementation of the First, Second and Third Water Supply and Sewerage Projects covering major rehabilitation works in the 3 cities within the Valley and 8 towns outside the Valley executed under IDA (World Bank) credit assistance. The work also involved the overall responsibility for the operation of the water utilities.
