U. B. Malla, Sector Director, Housing, Urban Development & Construction
Education.

As a graduate of Edinburgh University in 1976 with a degree of M.Phil. in urban design and regional planning, his earlier academic background included B.E. (Civil Eng.) and B.Sc degrees from Roorkee and Tribhuvan universities respectively. Later, he spent a full academic year specializing in housing and urban planning at MIT Cambridge (USA) as a Humphrey/Spurs Fellow from 1983 to 1984. While in Cambridge he also participated in the academic programs run by Harvard School of Design and John F. Kennedy School of Government.at Harvard University.

 

Public Service and Professional Experience

 

Presently, involved in consulting activities in the fields of Urban Sector policy, Urban & regional planning, urban governance, housing, building and tourism development. Also closely associated with National Planning Commission as a Member of the Steering Committee related to related to housing and urban development, water & sanitation sectors for the Tenth Five Year Plan (2002 – 07). He has also been working as the technical advisor since 1978 to Tara Gaon Development Board, a semi- government body under Ministry of Culture, Tourism and Civil Aviation, formed with the objectives of community development. and of promoting village tourism for economic upliftment of rural poor. .Mr. Malla has published a number of articles and papers in professional journals.

From 1998 to 2000 he held the position of Joint Secretary & the Chief of Human Settlements & Environment Division at the Ministry of Physical Planning & Works (MPPW), HMG/ Nepal. From 1996 – 97 he was Director General (DG) of Department of Housing & Urban Development (DHUD). From 1965 -90 he held various positions as: Chief of Human Settlements & Environment Division, MHPP/HMG; Deputy DG of DHUD in charge of its Urban Development Division (DHUD); and Senior Planner and Engineer at Department of Housing, Building & Physical Planning. In recognition of his contribution to the government service, he was honored with the medal “Gorkha Dakshin Bahu” class IV in 1980.

During a fairly long tenure in the government, Mr. Malla has acquired a wide ranging professional, policy making and management experiences related to the field of human settlements in general, and to the urban sector in particular at the global, regional and national levels. He has extensively traveled a number of countries in Europe, North America, Africa and Asia. These are listed below:

His global exposure is associated with his role as National Coordinator and Member Secretary (Focal point) of Nepal National Committee for HABITAT II Conference from 1993 to 1996; and with his role as Member - Advisor of National Habitat committee formed to prepare for the Special Session of UN General Assembly (Istanbul + 5) held in New York from June 6-8, 2001 for an overall review and appraisal of the implementation of Habitat Global Agenda.

His regional level experiences included: (I) participating as the head of the official Nepalese delegation at the SAARC Housing Ministers Conference held in Colombo (28th February - 1st March 1996); (ii) participating in UMP-Asia Regional Panel of Experts meeting for UMP Phase III in Manila, Philippines (9-10, December 1996) to develop 3 years Plan of Action; (iii) presenting Nepal country Paper to the Regional Seminar – 'the Urban Paper and Basic Infrastructure Services in Asia and the Pacific' – organized by ADB & EDI ( January 1991); and (iv) organization of “South Asia Conference on Urbanization and Good Urban Governance” on behalf of HMG/Nepal in collaboration with the Urban Governance Initiative (TUGI) of the UNDP in Kathmandu (July 10-12, 2000).
At the national level, he has had valuable experiences of working: at field level with local politicians, bureaucrats and technicians; and with the several donor assisted projects and programs (bilateral and multi-lateral) from 1988 to 1999.

While working at DHUD in various capacities, his important assignments included: functioning as Project Co-ordinator for “Management Support for Urban Development’ from 1987 to 1991 (HMG/UNDP/IBRD) responsibility for effective functioning of ‘Project Management Unit (PMU)’ component of recently completed ADB assisted ‘Kathmandu Urban Development Project-KUDP’ (1994-1999); a counterpart role to the GTZ project –Urban Development through Local Efforts (UDLE) from 1985 to 1988.

In his capacity as Joint Secretary at the Ministry from 1992-95, he played a coordinating role for the UNCHS/UNDP project – "'Policy and Technical Support in Urban Sector (PTSUS)", and also acted as Member-Secretary (Urban Environment Management Committee/Environment Protection Council) from 1992 to 1996,

As Joint Secretary (MPPW) from 1998-2000, he was also actively associated with Rural Urban Partnership Program (UNDP/UNCHS/HMG Project) on behalf of HMG/Nepal. He did coordinate Habitat initiated “Urban Indicators and Observatory Program" in Nepal and also participated in Joint HMG-UN UNDAF Working Group on “Right to adequate standard of living including food, housing and safe and healthy environment”, in June 2000.

 

NGO related Activities and Accomplishments
Over the years from 1969 to till date, he has actively participated in a number of social and professional organizations notably, Nepal Council of World Affairs (NCWA), Nepal Engineers Association, Management Association of Nepal, Nepal Heritage Society, Association of British Alumni in Nepal., Lions Club of Kathmandu, Bishal Bazaar (District 325), Nepal Association of Hubert H. Humphrey Fellows (NAHF), Regional & Urban Planners Society of Nepal,oorkee University Alumni Association, Nepal Chapter. "Himalayan Yeti" –Nepalese Association in the U.K. (Manchester), Nepal Turkey Friendship Society, Kathmandu
His major contributions and accomplishments are listed below:

 

From 1981 to 1984 he also served as a nominated member of Community Development Coordination Committee of National Social Welfare Coordination Council (present Social Welfare Council which was under the chairpersonship of Her Majesty the Queen of Nepal.
From 1969 to 1972, he served as the Chief Editor, Journal of Nepal Engineers' Association (NEA), and the Chairman of Publication and Publicity committee of the NEA.
Earlier, he was the president of Lions Club of Kathmandu, Bishal Bazaar (District 325) from 1993 to 1994, and is presently serving as the Advisor to the governing Board of the club. The /club is presently running a free Health Clinic and 24 hours free ambulance service serving the urban poor of Metropolitan Kathmandu,.
He also served as the president of Nepal Association of Hubert H. Humphrey Fellows (NAHF) from 1990 to 1992).
In 1991 as an executive member of Nepal Council of World Affairs he visited China as a member of NCWA delegation under the invitation of Chinese Council for International Understanding. He is also a founder member of recently formed Nepal Turkey Friendship Society.
Acted as the focal point from 1993 to 1996 in the capacity of the member/coordinator of Nepal National Committee for Habitat II to coordinate the Habitat II preparatory activities at the national level involving all the major stake holders e.g. central and local government, private sector, NGO/CBOs.
He is also involved in promotion of "Shelter and Local Technology Development Center" - a non-profit making organization established by a group of dedicated professionals with the objectives of developing and applying cost-effective technologies in the field of shelter to fulfill the housing needs of low-income people in Nepal.
He is also the founder member of both the recently created professional bodies - Society of Civil Engineers’–Nepal, and Regional & Urban Planners Society of Nepal. (RUPSON). Recently, he has been elected as vice-president of RUPSON.
Recently involved in organizing on behalf of the Nepal Association of Humphrey Fellows (NAHF) 2nd South Asia Regional Conference of Humphrey Alumni held in Kathmandu, Nepal from February 19-22, 2002.. The conference theme was “Good governance in South Asia: Problems, Opportunities and Strategies for Change". He presented a paper on regional networking: Networking of South Asian Humphrey Fellows: A Proposed Agenda.
Presently, actively associated with the various activities and programs of HABITAT NGO FORUM (continuation of the forum created in 1993 to coordinate the participation of Nepal's CBOs/NGOs in Habitat II preparatory activities).
